John Hill of the University chapter of Georgia’s National Organization for the Reform of Marijuana Laws (NORML) proposed new legislation to decriminalize marijuana at the Athens City Council meeting Tuesday night. The group collected more than 2,000 signatures in favor of the proposed legislation, which the University chapter presented at the meeting.
